Manorbier County Councillor Donates Ride On Mower to Community


Manorbier County Councillor Malcolm Calver decided to turn over a new leaf when he was faced with more criticism about his obnoxious behaviour. He decided to be community spirited and donated a ride on mower to the Community Council for Community use and help "cut" Council tax bills by asking for volunteers to cut the roadside verges. County Councillor Calver stated, " This is an ambitous project that could be taken on board in many other Pembrokeshire communities, it will benefit the whole of the Community and can also be used by the cricket and football clubs or any other person in the community who would like to make use of it", Think of the savings in Council Tax that can be made on the Skrinkle Estate with all the green ammenity areas there". It costs Pembrokeshire County Council thousands of pounds a year to cut the grass!"
"I feel it is my duty as County Councillor to show community spirit and lead by example" he told members of his private luncheon club at their bash in July (sponsored by Pembrokeshire County Council of course) . Councillor Calver went on to say "This enables the Community to take care of all its own verges and cuts the costs for Pembrokeshire County Council's highways department, and in turn is reducing council tax bills". Adding:- "It is a shame other County Councillors dont follow my lead and get on their bikes and do their bit for the community they represent"!

Manorbier County Councillor Gets Rocket From Missile Protestors



Manorbier Village Clown and County Councillor Malcolm (Darth) Calver got a rocket from members of the public over a recent letter he wrote to the local newspaper, The Tenby Observer. The Clown catagorically stated that the MOD had permission to carry out low flying exercises at the Air Defence Range Manorbier. Members of the community against the intensification of the use of the base which includes firing missiles after dark, millitary exercises on the country lanes around Manorbier, using the heavily armoured Stormer tracked vehicles and Low flying exercises by the RAF, all of which has a huge detrimental impact on the community, shouted him down and booed him at the Community Council meeting held at Manorbier on Tuesday 6th June 06.
When he tried to defend his actions and comments one member's phone rang and started playing loudly (most appropriately) the Stars Wars Theme, the remaining Community Councillors were close to tears with laughter. Malcolm tried to ignore the music and carried on with his moaning but nobody was listening as the members of the public were also crying with laughter. What the The Clown wrote was clearly wrong, Darth had not checked his facts as usual before putting pen to paper, the MOD have never applied for permission to intensify the use of the base except for the missile firing after dark! This is yet another totally misleading comment by Councillor Calver. Many members of the Community are also concerned he failed to declare a percuniary interest in the MOD application in that he has let his family holiday properties to Range related staff.
Darth kept trying to evade the question from a lady protester, "When did the MOD get permission?" pretetending he did not understand the question and said she had trouble understanding what his interpretation was, unfortunately for the Clown, nobody agreed with his version including fellow community councillors! So not only was The Clown left with egg on his face (as clowns usually are) but he showed himself up for what he is as the picture top right clearly shows:-

Manorbier County Councillor has a complete makeover in bid to boost his flagging image

Manorbier County Councillor Malcolm Calver has undertaken a complete makeover to try and improve his image and his flagging popularity.
He engaged the services of husband and wife team Councillor Martin Davies and Clerky (ex-clerk) who told him you need to show people how impotent you are.
A softer look would make you more appealing, you need to dress so people feel they can trust you, but at the same time appear efficient.
Between them Councillor Davies and the ex-clerk searched through Malcolms closet until they came across the ideal look for the troubled Councillor who admitted he was facing an identity crises.
After the unveiling, Malcolm smiling with clip board in hand, said:- its perfect. Its just me, I now look trendy and feel so much more comfortable, I have a lot to thank Clerky and her husband for, they have brought me out of the closet with a whole new image and its all down to them, thats the beauty of having such close friends who watch your backside for you, They are always there to give a help in hand, I just cant thank them enough.

Manorbier/St Florence Clerk, Sound familiar?

Below is a copy of the report posted on the Manorbier and St Florence County councilor, Malcolm Calver's website, www.manorbier.com regarding the resignation of the Clerk to the St Florence Community Council. Wait a minute, is this, is it, surely not, it could not possibly be, could it, the same clerk that has just been dismissed by Manorbier Community Council, same name, "Pam Davies", apparently the same problems, council have no confidence in the clerk?, sound familiar? Yes, it is, because it is the same clerk.



St. Florence Community Council Clerk Resigns

At the meeting held on the 16th May 2005 the chairman announced that he had received a letter of resignation from Mrs Pam Davies, the Council Clerk. In her letter of resignation the Clerk informed councilors that she felt that her resignation was the only option she had as she felt that her position as legal officer for the Council was being undermined. She stated that she had arrived at this conclusion as some councilors had received her advice at best with an air of disbelief and at worst that they believed she had made it up. This had resulted in no action being taken upon the advice given.
She used as an example of the last meeting when she had advised the Council that the receipt of any gifts was considered questionable and indicated that there was the possibility of their external auditor declaring such gifts as illegal. She intimated that it seemed to her that some councilors thought that she had not applied for the position in the correct manner. However, she confirmed that she had applied for the position following an advert in the Tenby Observer in 2004.The informal meeting that had been arranged by the Council had been unpleasant and Mrs Davies said she felt she had been intimidated and victimised by a number of councilors. She suggested that in hindsight she should have been accompanied by her union representative as she felt she had been backed into a corner and could never now be able to carry out her duty as Clerk to the satisfaction of certain councilors. She thanked the Council chairman, Mr Peter Rice, for all the help that he had given her and stated that in Mr Rice she felt that St Florence had a councilor with great local knowledge and a great ability to serve the community was made to the fact she did not have the minute /invoice file as they were in the possession of Councillor Hicks and that attempts by Councillor Rice to retrieve them had been unsuccessful. She advised the Council that the non-return of the documents could be a breach of the Code of Conduct and reportable to the Local Government Ombudsman. She also stated that if the documents were not returned to the Chairman with immediate effect, the police should be informed. She informed councillors that suggestions put forward at the informal meeting such as discussing planning applications and paying invoices between meetings due to time restraints should not have been carried out.In her closing statement she again thanked Mr Peter Rice who had she felt worked extremely hard during the last twelve months.The council decided to advertise for a new Clerk, it was felt that this point would be discussed at the next meeting on 13th June 2005.

The resignation of the Clerk and the reasons she gave for leaving her position raise many very serious concerns. The appointed Clerk has a duty to give advice to councillors on procedural matters regarding Council meetings. If that advice is ignored and acts fall outside if the statutory requirements of a Community Council then the responsibility and accountability rests with those who ignore such advice. Many aspects in respect of Community Council business seems to have been ignored and the informal meeting, which was held in secret, raises concerns regarding the "openness" of the Community Council. It would seem only reasonable that a full report of the meeting should now be made available for inspection by the very people of the community that these councillors are meant to serve.

Are my eyes deceiving me, did County Councillor Calver say "Councillors are there to serve the community" in the last line of his comment?
Oh dear oh dear, County Councillor Calver, you really are an unreserved hypocrite, as you yourself, have in writing, to the Pembrokeshire Coast National Park , shown you only act on "your own personal views". Your actions show You County Councillor Calver, do not serve the Community you are meant to serve, Sound familiar again?
County Councillor Calver, is very good at preaching to others, but unfortunately he does not practice what he preaches, and any advice the Councillor gives out, is usually bad. Perhaps, any personal advice and help he gave to the Clerk, has led to her own downfall with both Councils?

"Boo hoo" Nobody told me the time! Cries Malcolm


What a shame! Apparently Pembrokeshire County Councillor, Malcolm Calver almost reduced the public and members of the council to tears at the Community Council meeting on Tuesday 7th March when he broke the news he didnt know the time of the Pembrokeshire Coast National Park site meeting. He cried to the Chairman why didnt anyone tell me the time? Councillor Calver admitted that he new the meeting was taking place, but then tried to blame the Chairman Councillor Wales for not telling him the time. Of course this is the responsibility of the Clerk not the Chairman. But oh did County Counillor Calver, winge and moan and protest that the Chairman had phoned Councillor Meyrick so why did the Chairman not phone the Councillor Calver. Councillor Coleman informed the County Councillor that the meeting was in his pack from the clerk and had been published in the Tenby Observer and he could have phoned the National Park for the exact time if he really wanted to attend the the meeting.
Of course every one knows the real reason why County Councillor Calver didnt attend, he knows he was'nt welcome by the large number of members of the community who turned out to protest against the planning application by the MOD at Manorbier to Fire missiles after dark, a large majority of the community who he failed to represent on this issue, prefering instead to look after his own percuniary interests of letting his properties to MOD related personel at the range!
So what does he do instead of being honest, try to blame Councillor Wales for not phoning him, well may I make a suggestion, perhaps Councillor Wales could go round to County Councillor Calver's home when the County Councillor has to attend meetings, hold him by the hand and put him in toddler reigns and lead him to the meeting teaching him the time as they go. This would make sure the County Councillor does not miss important meetings and it will show our County Councillor that Councillor Wales along with the positive members of the Community Council do try to help anyone in the community they can, unlike the selfish County Councillor Calver who only helps himself! Boo Hoo boo hoo, do I hear you cry again Malcolm? Surely not another childish tantrum? Awwww, didums, poor Malcolm, go to the clerk and get some comfort from her. She will try and protect you from all those horrible nasty members of the community who tell the truth about you! there there, dont cwy Malcolm, go to Clerky! theres a good little boy.

The Invisble Man Missing In Manorbier

Where is the elusive invisble man of Manorbier? That hard to find County Councillor who represents his own views, not that of the community, the County Councillor who when the going gets tough, he gets going, and going, and going, until, just like the invisible man he disappears completely. Not attending important visits from the Pembrokeshire Coast National Park Planning Committee on their fact finding mission to hear the missiles and noise they produce when fired at Air Defence Range Manorbier. Why should he miss this meeting? Probably because he prejudged the case, not taking into account the feeling in the community he was elected to serve, but preferring to put forward his own views, at least this is the excuse he used when abstaining from discussion at theManorbier Community Council Meeting on this issue. But hold on, he says he was invited to give his views as THE County Councillor for Manorbier by Pembrokeshire Coast National Park and he replied on Pembrokeshire County Council headed paper, yet, when this was investigated by a friend of Bogshot Blogger, it transpired he had not been invited for his views as County Councillor by the National Park at all. So, why did the invisble man, Manorbier's Pembrokeshire County Councillor Malcolm Calver declare this interest, well if he hadnt made up this lie, he would probably have had to make the real reason known, that he previously refused to declare his percunary interest at a Community Council Meeting that he, and his family let holiday properties in Manorbier, and amongst the customers who rented these properties as he so openly told half the village were Dutch and Belgium air force personnel who had connections with Manorbier Air Defence Range, whose application to fire missiles during the hours of darkness was the topic on the agenda. So, rather than be honest, he came up with the declaration he had prejudged the application on the request of PCNP, not thinking anyone would check to see if he had actually been invited as County Councillor, which he has not. So did he go into hiding by crawling back under the stone all debt collectors come from, oh sorry, did I forget to mention he is a partner in a debt collection agency! this is fact, as this friend of Bogshot Blogger also checked his interest he has declared at County Hall. But OOOOOH it gets better, who is his partner in this company of misery, none other than that other County "Bully" sorry I mean Councillor, Brian Hall the man Old Grumpy loves to hate and expose on "old grumpy.co.uk"
